Confirm the account can broadcast in public
Not every account can start a broadcast. Instagram's help page on starting a live video says only users with a public account and at least 1,000 followers can go live, that newly created accounts may not be able to, and that the option is off by default for Teen Accounts. Check these conditions days before an event rather than on the day, because a viewer package needs an active public broadcast to target.
Run through the setup once before the actual session. Know where the Live option sits in the app or in Live Producer, how to add a title and how guests are invited, all covered step by step in how to go live on Instagram. In Live Producer, the Practice audience option does not start the broadcast for anyone, so choose Public for the event itself, or there is no stream to deliver viewers to.
